The appellants seek reversal of a decision made by the Des Moines Independent Community School District board to closed Tech High School and turning it into a vocational and technical resource center. They contend the decision was made in the absence of due and sufficient consideration and without sufficient study and planning, as well as saying the decision was arbitrary and capricious.

Considerable input was received from opponents and proponents; numerous informational speeches were given; and public hearings were held. This kind of effort can hardly be categorized as arbitrary and capricious.

There are no usual circumstances within this appeal to warrant overturning the decision.

The local board's decision is affirmed.
