The appellant seeks reversal of a decision made by the Iowa Girls High School Athletic Union Board of Directors to impose a 90-day ineligibility period on his ward under the transfer rule.

The appellant's ward transferred from South Clay Community School District to Lauren-Marathon Community School District as a non-resident student. Once guardianship procedures were completed, she was accepted as a resident student.

The Union issued a decision ruling the student ineligible under the transfer rule, not finding a justifiable cause for granting eligibility. This decision is overruled as there was justifiable cause, as the guardianship was created for reasons other than athletic competition or academic program.

The board of directors' decision is reversed.
