The appellants seek reversal of a decision made by the Des Moines Independent Community School District board to close Technical High School and locate the technical high school to North High School. They argue the decision was based on incomplete and improperly prepared studies and data, failed to adequately consider the adverse racial and community factors, and was arbitrary and capricious.

It is clear the district spent many hours in preparing the data used in reaching this decision and provided opportunities for the public to respond.

The local board's decision is upheld.
