The appellant is seeking reversal on a decision made by the Charles City Community School District board expelling her son from school for violating school policy by getting caught smoking three times. She alleges the board abridged her son's right to due process, acted in an unreasonable,arbitrary and capricious manner. The State Board disagreed with these allegations.
