The appellant seeks reversal of a decision made by the Highland Community School District to discontinue the rental of a building for an elementary school and move students to the Upper Elementary School building. She contests the decision because of a concern of the health, safety, and general quality of education for the students involved.

After due deliberation, it was decided the appellant failed to meet the burden of proof needed in order to have the local board's decision overturned.

The local board's decision is upheld.
