The appellant seeks reversal of a decision made by the Executive Committee of the Iowa High School Speech Association declaring her to be ineligible to participate in speech and debate activities at a high school where she was not enrolled.
The school where the appellant attended did not have a speech and debate program due to lack of interest. She went to Hoover to enroll in a speech class and participate in speech/debate. The executive board ruled against the appellant.
The department's rule states a contestant must be enrolled and in good standing in a school that is a member in good standing of the organization sponsoring the event. Also, the contestant must be a regular student in good standing. Granting an exception to this rule to void the rule as it currently stands
Students who participate in extracurricular activities represent the school of their residence.
The executive board's decision is upheld.
