The appellant sought guidance about whether it was appropriate for the superintendent's secretary to be employed as the local board secretary.

This arrangement does not comply with Code of Iowa 279.3 (1975) per Attorney General's Office Opinion 1962 O.A.G. 339. A declaratory order cannot grant the remedy of ordering Indianola Community School District to amend the local board handbook relating to this issue and to no longer practice it.
