T.T. attended Iowa City West during high school sophomore year, 2019-20. In March, 2020, Iowa City West transitioned to online learning due to Coivd-19. T.T.'s parents became divorced and T.T. was scared to be home alone during the day. In August, 2020, Iowa City West no longer offered in person learning. Regina was the only school that offered in person classes beginning 2020-21. The board requires transfer students to serve a 90-day suspension before participating in varsity activities. In mid-February, 2021, when Iowa City West offered in person learned, T.T. transferred back. The 90-day rule applied to varsity softball that T.T. wished to play. The board determined that T.T. was ineligible to participate in varsity sports. T.T. appealed that decision. The decision was Reversed.
