The grade assignment of M.R. by the Waukee CSD, was to a kindergarten classroom. During the 2019-2020 school year, M.R. attended kindergarten at a Montessori school which was not accredited by the Iowa Department of Education or by an independent accreditation agency. The school is closed and the District had difficulty obtaining school records for M.R.

Parents enrolled M.R. in the District for the 2020-2021 school year, disclosing his prior enrollment in kindergarten. M.R. was assigned to first grade. Academic/social concerns were observed by the classroom teacher and after testing, it was determined M.R. should be in a kindergarten classroom. The parents appealed.

On the present evidentiary record, we cannot conclude the District abused its discretion. Its decision was not unreasonable and must be Affirmed.
