One of the members of the household has an underlying health condition placing them at risk for COVID-19. Appellants filed open enrollment applications for their children to attend the Iowa Connections Academy for online school. The local school denied the open enrollment request as the District provides remote learning for children with COVID-19 risk factors.
Parents felt the Iowa Connections Academy was better equipped to handle online learning as they were well established. They felt the District’s online learning did not provide high quality learning experience but rather it is evolving. Statutory deadlines and good cause apply to open enrollment. The deadline for open enrollment was March 1 but extended to July 15. Appellants filed for open enrollment on August 13, 2020.
The decision denying Appellants’ children the enrollment requested by the Appellants is Affirmed.
