N.M. appeals the denial of open enrollment applications for A.N., S.N., A.M. and D.M by the Iowa City CSD. The basis of the appeal is based on the difficulties the district has in implementing remote learning. Their was expressed concern with internet service in the neighborhood and number of devices the district would provide for four children.

The concerns are beyond the ability of the State Board to address as they do not have jurisdiction of the subject matter under section 290.1.

Any recourse the family has is in state district court. The matter is Dismissed.
