One of two children have a diagnosis of asthma placing them at a higher risk for COVID-19. Appellants filed open enrollment applications for the children in Iowa Connections Academy. The applications were denied. The district does offer remote learning. Appellants assert that Iowa Connections Academy provides a higher quality learning experience.

Viewed through an attendance center assignment lens, Appellants have not shown CAM abused its substantial discretion in making attendance center assignments.

All issues have been presented and considered. The September 14, 2020, decision denying Appellants’ children the enrollment requested by Appellants is Affirmed.
