The IHSAA made its decision regarding the athletic eligibility of B.C. on September 3, 2020. The Iowa Department of Education received the appeal on November 3, 2020 by registered mail with a postmark date of October 28, 2020. Rules state that an appeal from a decision "shall be filed within 10 business days after the date of mailing the decision of the governing organization." The Board of Control advised Appellants of this deadline.

The appeal received was filed outside of the time permitted in the rules. It is no longer within the Iowa Department of Education's jurisdiction. This is so even if the parties agreed to "waive the deadlines". Timeliness of this appeal is sufficient to dispose of it. Dismissed.
