Allison J. is an 8th grade resident of the Malvern District, attending middle school pursuant to a whole grade sharing agreement in Nishna Valley, and has been targeted allegedly by another female 8th grader for name-calling. The Malvern school board denied the request for open enrollment based on repeated acts of harassment because all of the criteria for an open enrollment request based on harassment were not met.

The decision of the board of Directors of the Malvern Community School District, denying the open enrollment request filed on behalf of Allison J., is affirmed.
