Summary

The rule in question states student teaching is full-time for 12 consecutive weeks. The petitioner requested to student teach for 20 weeks at slightly less than full time so she could keep her job.

The term "full-time" is not used in the enabling legislation and is not mandated by statute or other provision of law. The college and the school district have taken reasonable steps to ensure that substantially equal protection of public health, safety, and welfare will be afforded by means other than having the petitioner student teach from 8:00 AM to 3:30 PM during her student teaching experience

The petitioner faces a hardship because the college's action left her without the ability to make alternate arrangement ahead of time

The waiver is granted on the condition that the petitioner's student teaching experience is five school days of the remainder of the 20 weeks of her practicum from 8:00 AM to 3:30 PM. Violation of this condition shall subject the petitioner to the same penalties of not having completed her student teaching practicum.
