Mr. and Mrs. Cram, residents of the Ballard District, filed an open enrollment application for their son, Michael, to attend school in the Ankeny District for the 2002-2003 school year. Michael was a special education student in the Ballard Community School District. The Ballard Board approved the open enrollment application. Ankeny, as the receiving district, determined that there was insufficient classroom space in its sixth-grade special education program. Ankeny denied the Crams' application on March 25, 2002.
The Ankeny District's written policies on open enrollment stated that the Board may deny a request to transfer into the District if insufficient classroom space exists. The evidence presented at the appeal hearing showed that the Board reasonably applied its policies on insufficient classroom space in denying the Crams' application.
That the March 25, 2002, decision of the Board of Directors of the Ankeny District, denying Appellants' open enrollment application for Michael Cram, was affirmed.
