Mark and his parents reside on a farm in the Dexfield Community School District. The Mills open enrolled Mark to Panorama Community School District beginning with his first-grade year. Mark attended Panorama through the end of the first semester of his junior year.During his junior year, Mark decided to transfer to Adel-Desoto-Minburn Community School District. Evidence showed that Mark changed schools purely for acdemic reasons.
ADM offers calculus, advanced placement physics and advanced placement chemistry. The Mills feels sports are important as well because of the exercise, discipline, and camaraderie involved and asked for a waiver of the 90-school-day ineligibility rule.
The Mills contend that Mark's situation fits under exception (a) or (g). They argue that "district of residence" means the Dexfield District, which has no high school sports this year due to the end of a wholegrade sharing agreement. We concluded that exception "g" does not apply because Mrk's open enrollment was not due to the dissolution or consolidation of any district. His open enrollment was due to academic reasons.
The Mills argued that "a" should apply using Dexfield as the district of residence and ADM as the receiving district. We concluded that exception "a" does not apply because the actual transfer of schools that caused the ineligibility period is from Panorama to ADM, not from Dexfield to Panorama.

The decision of the Board of Control of the IHSAA declaring Mark Mills ineligible to compete in athletics for 90 school days at ADM was affirmed.
