Appellant requested reconsideration of six areas of a grant denial by the Department of Education. A review of the grant denial was made in the following areas: 1) How the grant application was sent; Ogden assertion that information in the Grand application was not factual; 3)administrative cost; 4)evaluation requirement; 5) the entire amount of the grant; 6) Ogden's assertion that their application was "at least equal to" Grand in parent involvement and certified teacher.

The Director of the Department of Education's designee found that there was no just cause to reverse the decision to award the grant to Grand.
