Appellants and their children timely-filed open enrollment applications to the Cherokee Community School District for the 1999-2000 school year. The Board knowingly acted outside of and in violation of the law when it denied Appellants' applications.

Therefore, the administrative law judge and the hearing panel recommend the decisions of the Board of Directors of the River Valley Community School District made on October 20 and November 16,1998, denying Appellants' applications for open enrollment, be reversed.
