Corey Paige is the oldest of three children. He always struggled with academics. In November 1997, Corey quit attending Chariton High School. On August 18, 1998, he turned 18 years old. He decided to enroll in Russell Community School District to graduate.
Corey has not participated in any high school sports since freshman football. He would like to participate in athletics at Russell. His father felt it would provide the extra motivation Corey needed to get up in the morning and go to school. The Board of Control ruled on September 2, 1998, that Corey would be ineligible for 90 school days.
The IHSAA noted that Corey would not be academically eligible to pay during his first semester under the provisions of 281 IAC 36.15(2). Those rules require individuals to have earned 20 semester hours' credit toward graduation the preceding semester. The Board of Control has long held that the rules requiring ineligibility surrounding transfers without parental relocation stems from two concerns: recruitment and changing schools for athletic purposes. It was understood at the hearing that Corey was not recruited. Corey's situation does not fall within one of the exceptions contained in 281 IAC 36.15(3)(b).
The Board of Control's decision, denying Corey Paige eligibility to compete in interscholastic extracurricular activities, was affirmed.
