The Hutchinsons are residents of the Sentral District and Jasmine attended the public school through ninth grade, during which she began having numerous problems. Her grades fell dramatically and the situation worsened as the year went on. Mr. and Mrs. Hutchinson spoke with school officials several times to try to improve the situation. They finally decided to homeschool Jasmine and filed a two requests for open enrollment, both of which were denied due to being filed after the January 1st deadline. This appeal followed.

The hearing panel and administrative law judge determined the Hutchinsons' reasons for applying late did not constitute "good cause" as defined by the Legislature and the Board of Directors of Sentral Community School District decision to deny the request was affirmed.
