Summary

D'Andre attends 10th grade in Pleasant Valley Community School District. He is an honor roll student. Although he is a resident of Pleasant Valley, he has been commuting to Bettendorf to attend German classes. This arrangement is difficult because Dana's mother works full time; his father is disabled; and his grandmother has cataracts in both eyes. Ms. D'Andre's request for open enrollment was approved by Pleasant Valley; but it was denied by Bettendorf due to insufficient classroom space.

No open enrollment requests have been accepted at the high school level for the past 2 years. No tuition students have been accepted either. Class sizes are averaging 28 to 30 students. The first question is whether the Board's action is justified. The Board closed its middle and high schools to open enrollment students as a policy decision.

That the decision of the Board of Directors of Bettendorf Community School District denying Dana D'Andre's request was affirmed.
