These two appeals involve pre-kindergarten students and both children were denied by the receiving district, not the sending district, due to insufficient classroom space. The District submitted ample evidence detailing enrollment trends as well as projections.

The District's first obligation must be to the students within its boundaries. The evidence supported the District's position that there was insufficient classroom space in the District to accommodate students who wish to attend under open enrollment.

There were no legal mistakes made by the District Board.

That the decision of the Iowa City Community School District's Board of Directors denying open enrollment to Appellants' children was affirmed.
