This appeal involves the discontinuation of transportation of open enrolled students. Appellants have 3 children attending Independence Community School District under open enrollment. The parents want the District to continue to provide transportation for all open-enrolled students. The Board decision was based on financial reasons. The Board notified parents of affected students in Sep[tember. The transportation would cease on January 15, 1996.

This issue was raised for the first time on appeal. The superin-tendent provided backtground on the Board's action by stating that the decision had been made in September and after the January 15 date the Shaffers would receive a transportation allowance in lieu of the bus transportation.

Appellant's daughter, Alicia, attends pre-school in Independence and is not open-enrolled there. Appellants were advised to reapply for open enrollment for Alicia prior to June 30, 1996, to allow her to attend Independence with her siblings.

That the decision of the Board of Directors of the East Buchanan Community School District to deny open enrollment for Alicia was affirmed.
