Summary

A student activities code which provides the same penalties for student participants as it does for student spectators applies equally to in-season and off-season activities during the academic year and summer months, and provides as a penalty suspension from attendance at all school-sponsored public events, is not broad or unreasonable. Such sweeping attempts to control student behavior go beyond the grant of authority provided by Code of Iowa 279.8 and 279.9 (1993).
