The Complainants seek permanent revocation of bus driving privileges held by the Respondent because of a founded report of sexual abuse towards a student while employed as a substitute bus driver for the district.
In January 1992, a teacher and secondary principal initiated an investigation into an allegation that Respondent had "molested" a female student. After conducting a level one investigation, it was concluded the allegation of abuse was founded.
On March 12, 1992, Respondent's employment with the district was terminated, and the regular bus driver was informed not to use his services again. He has not applied for nor been issued a bus driving license since the incident.
The State Board of Education permanently revokes the bus driving privileges of Philip E. Stout, denying future applications due to moral unfitness.
