The appellants seek reversal of a decision made by the AEA board of directors upholding the decision of the Stratford Community School District denying their children the option to ride the school bus to a school in Webster City in favor of reimbursing appellants for providing the transportation themselves.

The appellants' two younger children attend a parochial school in Webster City. Stratford has a sharing agreement with Webster City so that Stratford 7-12 students are sent to Webster City public school. The district runs a school bus to Webster City for this purpose. The appellants requested their younger children be allowed to ride the bus to the Webster City public school, so they could walk to the parochial school which was less than a block away.
