The appellant seeks reversal of a decision made by the Iowa High School Athletic Association executive board to deny immediate eligibility based upon the "transfer rule".

The appellant is a 19-year-old senior who previously lived in St. Croix and Tampa, FL before relocating to Sioux City, IA. The athletic director of Sioux City West High School contacted the athletic association executive director, who confirmed the student would be ineligible for 90 days because of his transfer status.

The decision made by the Iowa High School Athletic Association board of control is affirmed.
