Summary
The appellants seek reversal of a decision made by the Allamakee Community School District board to close the Dorchester Elementary School. They raised 13 issues with respect to the propriety of the board's decision and asked the State Board to rule that the Barker guidelines used when making a decision to close a school should be used each and every time a school closing decision is contemplated.
They were unable to prove by a preponderance of the evidence that the local board's decision was made fraudulently, arbitrarily, unreasonably, without the support of substantial evidence, outside of the District's jurisdiction, or based on erroneous theory of law.
The local board's decision is affirmed.
