Summary

The appellants seek reversal of a decision by the Ames Community School District board to temporarily effect a restructure of Crawford Elementary School to a kindergarten through fourth grade configuration. They allege the decision was arbitrary and capricious, it violated the Crawford students' 14th Amendment rights, and it violated the parents' right to due process.

The decision was not arbitrary or capricious as the reasoning was amply expressed during presentations to the interim superintendent and the local board.

As to the 14th Amendment Equal Protection argument, there is nothing inherently amiss about a K-4 building. Lastly, regarding the violation of due process rights, this argument is also rejected as appellants were given notice of meetings and opportunities to be heard.

The decision of the local board is affirmed.
