The appellants seek reversal of a decision made by the Arnolds Park Consolidated Community School District denying their request to tuition out their daughter to Spirit Lake Community School District for allegedly failing to provide appropriate instructional program.

The local board concluded in 1985 that its instructional programming was not appropriate for appellants' daughter, and no substantial changes had been made since then.

The local board's decision is reversed, and the district must provide appropriate programming, enter a sharing agreement to make the education available to her, or pay the tuition required to Spirit Lake.
