She is requesting a review of this policy as it is a hardship on the parents. At the December 1984 board meeting, she appeared and presented a petition with 167 signatures of community members.

The board voted to uphold the policy, and the superintendent agreed to appoint a study committee to review the policy; no report from the committee was received by the Board.

The district failed to overcome the proven unreasonableness of the procedure.

The local board's decision is reversed.
