Her daughter was given a one-day, in-school suspension and a 2% grade reduction as punishment for violating the "note-passing" section of school policy. The appellant felt the punishment was too severe.

District officials exceeded their authority to control and discipline students, since this incident occurred in the lunchroom and had not resulted in a disturbance.

The local board's decision is overruled.
