Summary

Complaint filed by parents of upper elementary age student receiving special education services to address deficiency in reading fluency challenge school district's refusal to provide the student with vision therapy as a related service under the IDEA.

Decision held that the requested vision therapy was a research-based intervention appropriate to meet the student's needs; but feel outside of the scope of related services, as defined by the IDEA, because it was a non-diagnostic medical service that could be provided only by or under the direct supervision of a licensed optometrist.

The Respondent school district and AEA prevailed.
