A Complaint was filed by the biological mother of a severely disabled 20-year-old child against multiple school districts, counties, county agencies, and the state department of education, alleging violations of the Individuals with Disabilities Education Act (IDEA).

The Respondents moved to dismiss the complaint, alleging that the mother lacked authority to pursue the claims, because a county community services agency was the child's court-appointed guardian.
